
New amendments to DBN B.2.2-40:2018 Inclusivity of buildings and structures.
In accordance with the Order of 20.12.2024 No. 1460 of the Ministry of Development of Communities and Territories of Ukraine, Amendment No. 2 to DBN B.2.2 - 40:2018 Inclusiveness of Buildings and Structures was approved. Main provisions.
The amendment will come into force on 01 May 2025.
State Construction Norms, or abbreviated as SBN, are regulatory documents in the field of construction approved by the central executive body for construction, urban development and architecture.
Amendments No. 2 to the DBN B.2.2-40:2018 contain new terms, images and requirements for space arrangement.
Amendments have been made to the requirements for pedestrian paths, pedestrian sidewalks, etc. We have detailed the width of the paths in different cases, pointed out the importance of pavement, and described the optimal angles of inclination of pedestrian paths. We provided visual examples of pedestrian paths (pavements, bypasses, pedestrian paths with dividing pockets).
They set out detailed requirements for outdoor and indoor staircases and ramps, the size of side handrails, and their fasteners. The requirements for materials and contrast of handrails were also specified.
The changes also affected the requirements for entrance doors. It is necessary to provide space for manoeuvring a wheelchair in front of the door. An important condition is the labelling of the entrance group with tactile and visual accessibility elements and the image of the international accessibility symbol. Service and maintenance areas should be equipped with tactile information signs and be accessible to all groups of people.
Changes were made to the requirements for the planning organisation of buildings, namely the width of corridors and galleries, entrances and paths of movement, horizontal and vertical communications, stairs and elevators, ramps.
Changes have been made to Section 8. Means of safety, orientation, and obtaining information when using the environment. Clarifications have been made regarding the definition and classification of tactile strips. The norms for their arrangement have been prescribed. Relevant drawings with clear dimensions of products (tactile tiles, tactile indicators) used for information and orientation are provided. It also describes the correct arrangement of tactile aids in the environment.
Particular attention is paid to the new requirements for text and visual elements used on tactile information signs (mnemonic schemes and tactile information signs).
An important part of the changes is the use of contrasting colours to mark areas and objects, as well as ways to use such markings to ensure safety, inform and guide people with limited mobility.
The requirements for sanitary facilities with enhanced capabilities have been supplemented, which should be designed to allow wheelchairs to enter and manoeuvre. The layout of such premises is provided in the form of drawings.
The new edition is supplemented by visual appendices with examples of arranging the environment for people with disabilities; samples of information signs and signs, their placement; schemes for the use of tactile strips, installation of equipment, and marking of surfaces.
